When I upgraded to 2018 version and I had this problem I unistalled it and installed again 2017 version and the problem persisted on a version that was working fine.

I don't believe that the problem is on hard drisk free space, because I'm using two hard drives as scratch for photoshop and both are plenty of free space (one disk has more than 1 TB free).
